Solar heating is the use of solar energy resources, solar collectors, and other stable and clean heating methods to provide heating to users.

Solar heating mainly exists in the form of auxiliary heating and is used in conjunction with other heating methods. 

The country has always attached great importance to the planning of the solar heating industry. Previously, relevant units such as the National Development and Reform Commission and the Ministry of Housing and Urban Rural Development issued documents such as the "Winter Clean Heating Plan for Northern Regions (2017-2021)" and the "Guiding Opinions on Promoting Urban Clean Heating in Northern Heating Regions", making renewable energy heating such as solar heating an important part of urban and rural energy planning, vigorously developing the renewable energy heating market, and promoting the improvement of the market-oriented mechanism for renewable energy heating.

The Party Group Meeting of the Hebei Provincial Government held on December 5th pointed out that promoting "solar energy+" heating is an important measure to promote energy conservation and emission reduction, improve environmental quality, and ensure and improve people's livelihoods.

All relevant departments in various regions should adhere to overall planning, tailored measures, technological guidance, policy support, market promotion, and orderly promotion, comprehensively consider the situation of wind and solar resources, gas sources, and power sources in various regions, vigorously support green technology innovation, accelerate the improvement of support policies, technical systems, standard systems, and management systems, and promote the large-scale implementation of "solar+" clean heating in areas with suitable conditions. 

The "Winter Clean Heating Plan for Northern Regions (2017-2021)" points out that rural areas should prioritize the use of various clean energy sources such as geothermal, biomass, and solar energy for heating, develop natural gas or electric heating if conditions permit, and appropriately utilize centralized heating to extend coverage. Actively promote the integration of solar energy and conventional energy, and adopt a combination of centralized and distributed methods for building heating. Encourage the promotion of solar heating systems in small and medium-sized towns, civil and public buildings with suitable conditions. In industries such as agricultural greenhouses and breeding farms with high heat demand and matching solar energy characteristics, fully utilize solar energy for heating. 

The Winter Clean Heating Plan for Northern Regions (2017-2021) points out that solar heating is suitable for combining with other energy sources to achieve the application of hot water and heating composite systems, and is an effective decentralized heating method when the heating network cannot cover it. Especially suitable for buildings that are only used during the day, such as office buildings and teaching buildings. It is proposed to achieve the target of 50 million square meters of solar heating area by 2021, in conjunction with other clean heating methods. 

Recently, the National Energy Administration pointed out in response to the suggestion put forward by National People's Congress deputies to promote solar energy based, low-cost, and high proportion renewable energy building heating in sunny areas of Beijing, Tianjin, and Hebei. The government actively encourages and promotes the use of renewable energy such as solar energy for heating according to local conditions, and will guide local governments to carry out pilot and demonstration work on renewable energy heating in areas with conditions. 

The National Energy Administration stated that solar heating is an important field for the utilization of renewable energy, with mature technology and good economic efficiency. It can be applied to the supply of hot water for daily life and industry, and has played a positive role in promoting clean heating in the northern region and improving the atmospheric environment quality in the Beijing Tianjin Hebei region. The country actively encourages and promotes the use of renewable energy such as solar energy for heating in different regions according to local conditions. Next, the National Energy Administration will guide local authorities to actively explore the establishment of market-oriented development and operation models for renewable energy heating projects.
